We at Mediacurrent are happy to announce that we’ve been selected as a preferred vendor by the Commonwealth of Massachusetts under their statewide contract for software, website, and systems development. This work covers planning, designing, coding, testing, validating, and maintaining software applications, websites, or systems. 

The contract is structured such that any eligible entity within the Commonwealth can contract with Mediacurrent with many of the administrative contractual tasks already taken care of. 

Eligible entities include the following:

  • Cities, towns, districts, counties and other political subdivisions;
  • Executive, Legislative and Judicial Branches, including all Departments and elected offices therein;
  • Independent public authorities, commissions and quasi-public agencies;
  • Local public libraries, public school districts and charter schools;
  • Non-profit organizations that are doing business with the Commonwealth
  • Public hospitals owned by the Commonwealth;
  • Public institutions of higher education;
  • Public purchasing cooperatives;
  • And more

This contract, under the label “ITS74”, extends into 2024.

Why a Statewide Contract?

In essence, two contracts are necessary for any project; the statewide contract itself, and the project-specific contract. So why two contracts? Isn’t this double the administrative work for the Commonwealth?

The answer is twofold. First, there are documents that Mediacurrent needs to provide that are required and reusable across projects, for example, Mediacurrent’s W9 form, Terms & Conditions form, and more. Such documents were completed and submitted under the statewide contract so Mediacurrent need create them only once; they need not be created for every project.

Second and more critically, the statewide contract allowed the Commonwealth to pre-vet all of its vendors on behalf of the Commonwealth’s project-specific entities. A state government is in the position of public trust. By extension, the vendors it hires must be as well. Each vendor under the statewide contract underwent a meticulous and rigorous vetting process that included the following:

  • Citable references
  • Relevant project history
  • Compliance with the Commonwealth’s Terms and Conditions
  • Compliance with the Commonwealth’s Supplier Diversity Program (SDP)
  • What Was Involved In the Commonwealth’s Decision?
  • A high performance rating as independently evaluated by Dun & Bradstreet
  • And more

 

The Mediacurrent Advantage

The Commonwealth was faced with a difficult-to-use web experience that stood in the way of a constituent base that wanted to interact with government services through the web. Their goal was to create a new primary face of the Massachusetts government to enable fast and easy interactions between constituents and state services. This would be accomplished through the migration of their legacy content management system to Drupal 8. 

The result of the project was a greatly improved user experience, enabling constituents to perform tasks on the web that they previously had performed over the phone or in person, saving the Commonwealth hundreds of thousands of taxpayer dollars in the process.

The SDP develops and strengthens certified Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Minority and Women Nonprofit Organizations (M/WNPOs), Veteran Business Enterprises (VBEs), Service-Disabled Veteran-Owned Business Enterprises (SDVOBEs), Disability-Owned Business Enterprises (DOBEs), and Lesbian, Gay, Bisexual and Transgender Business Enterprises (LGBTBEs) by making a significant financial commitment for vendors to partner with certified businesses.
